Bargaining Updates - Negotiation News


TVEA's Budget Ad-hoc and Bargaining team met on June 10th and 11th with the district and signed a Tentative Agreement and MOU.  

The results of the sessions are as follows:

Tentative Agreement

A change to the longevity rate from 2.5% to 3.25% between cells from Step 16 to Step 25.

Medical Benefits:
A yearly increase of $800 to the district medical contribution to start in October. The monthly district contribution is currently $790.58, with a ratification of this Tentative Agreement; the monthly contribution would increase by $66.67 to $857.25 monthly.

Elementary Professional Development: 
Elementary teachers will have the majority of professional development at site or regional centers during non-student hours on Wednesdays, reducing the need for sub preparation and in lieu of PLC meeting for that day and one (1) staff meeting for that period.

Tentative Agreement & MOU Summary

Provided in the links below is the Tentative Agreement between TVEA and TVUSD regarding Compensation, Budget Ad-Hoc Committee, Retirement Medical Bridge, and the MOU for Kinder/Transitional Kinder Schedule.




  • An additional 1% increase to the TVEA salary schedules will take effect on the January pay warrant.

  • There will be a one-time bonus of 1% based on the current 2015-2016 salary schedule, to be paid in a lump sum in February.

(This will bring the total compensation increase to 4% on the 2015-2016 Salary Schedules. We also received a $564 increase to medical benefits yearly or $47 monthly).


Budget Ad-Hoc Committee

A new TVEA and TVUSD Budget Ad-Hoc Committee will be formed in January to collaborate and analyze the budget throughout the year and will develop recommendations for the negotiating teams for future compensation.  This Ad-hoc committee will help facilitate timely agreements regarding compensation between both groups.


Retirement Medical Bridge

This item is a permanent addition to the contract, where members can plan for retirement and account for medical insurance up to Medicare-eligible (65 years).  Members may exercise this clause beginning at the age of 55 for a total of five (5) years.  The TVUSD will pay the premium of a retirement plan for an individual up to the lowest cost HMO of active members at the time of retirement.  Members will have to declare by March 30 to be eligible for the benefit for any year.
2015-2016 retirees who meet the eligibility requirements may begin utilizing this benefit in July 2016.



As a final note, an MOU was signed to extend the MOU on Kindergarten schedules to the current year.  The schedule is in use at all sites, and and extending the MOU brought the contract in compliance with the work day of Kinder and Transitional Kinder teachers.  This will not be voted on, but will be reviewed for the following year.  Please contact me if you have an interest in leading conversations on this matter.

Important Negotiations Joint Communique - Tentative Agreement Reached 

TVEA and TVUSD are pleased to announce that a Tentative Agreement was reached regarding compensation, the formation of a budget committee, and retiree health and welfare benefits bridge.

Compensation will be increased by 1% on schedule starting January 1, 2016, bringing the total 2015-2016 salary increase to 4%. Unit members will also receive a one-time bonus of 1% retroactive to July 2015.  The bonus is based on the annual salary received in July 2015 and will potentially be paid by the February pay warrant.

An Ad-Hoc budget committee will be created to collaboratively analyze the District’s budget, and to make recommendations to the bargaining teams for compensation.

Retirees will be offered a district contribution toward health and welfare benefits not to exceed five years.  Qualified unit members must have fifteen years of service, ten years of continuous medical insurance with the District, and be at least fifty-five years old.  Further details will be included in the Tentative Agreement.

Members will have the opportunity to review the proposed agreement through the winter break, and TVEA is working to develop a timeline for voting in the first weeks of January.

Bargaining Update

September 17, 2015

Your TVEA Bargaining Team met with TVUSD today to reopen compensation for the 2015-2016 school year.  While no financial agreement was reached at this early stage, the Association and District will reconvene on September 28th for further discussions.  



In addition, an agreement was reached for a starting point in establishing case management time for Elementary Special Education teachers for the remainder of the year.  TVEA recognizes the necessity of providing elementary Special Education teachers with caseload management time.  Given the site-by-site constraints, it was agreed that every effort would be made to provide forty-five minutes a week of additional prep for meeting this burden, but it would remain flexible until a district-wide solution could be developed.  Your TVEA bargaining team recognizes that this is not nearly enough time, and will continue to advocate and look for opportunities to provide sufficient time to meet legal requirements.

Tentative Agreement - Contract Language Changes and Rationale

May 18, 2015

Below are the proposed changes to the contract that are reflected in the Tentative Agreement from July 1, 2015 to June 30, 2017.  TVEA Executive Leadership is encouraging a YES vote.



You may ask questions through your site leader at Leadership Council Wednesday May 20th and/or attend a question and answer session with our Bargaining Team held at the TVEA office on Thursday May 21 from 4:00- 5:00. 


Voting will occur at the sites using the same double envelope method used for Executive Board elections last month.  The voting dates are Friday May 22, Tuesday May 26th and Wednesday May 27th.  Ballots are due to the TVEA office no later than 4:30 pm on Wednesday May 27th for processing by the TVEA Elections Committee. 


Tentative Agreement has been Reached

May 15, 2015 

TVEA and TVUSD are pleased to announce that we have reached a Tentative Agreement for a two year term, effective July 1, 2015 through June 30, 2017.

  • Case management time allotted for SDC teachers (severe populations), grades 6-12

  • Compensation for elementary teachers who take on additional students when substitute jobs fail to fill

  • A clearer definition of a teaching assignment preparation

  • The addition of a form for middle school and high school teachers taking on more than three (3) preps to clarify agreement to assignment

  • The District will send out reminder notifications for Longevity Steps to potentially eligible members

  • Speech and Language Pathologists placed on a separate salary schedule, with an increase of $2,500

  • Title IX stipends for developmental sports

  • Student contact caps established for high school teachers, with compensation for student contact exceeding 185 students

  • Addition of high school band stipends

  • District annual contribution to health and welfare benefits will be increased by $564.96, effective July 1, 2015

  • Compensation will increase by 3%, effective July 1, 2015  (both will be reflected on July pay warrant)


In light of the Governor’s May Revise, which included an increase to GAP funding:

  • Additional compensation for the 2015-2016 school year will be bargained in the fall.

President’s Negotiations Update

May 6, 2015


Our TVEA Bargaining team met with the TVUSD team four times during the month of April.  Several articles have been addressed and summarized in Joint Communiques.

I have had the opportunity to observe and advise and even participate a bit in the 14-15 bargaining sessions.  The TVEA Bargaining Team has consistently shared with me they are encouraged by the progress in negotiations.  It is TVEA’s goal to bring you as members a viable tentative agreement to vote on by the end of the month.


Participants from TVEA and TVUSD believe that the change to an “Interest Based” format for Bargaining in 14-15 has contributed to the progress.  Both sides present “stories” related to their proposals which create a dialogue and then identify interests.   The other side then evaluates each of those interests and determines which, if any are mutually shared.  Subcommittees from each side then work on language which is presented and tentatively approved at a future session.  This has proven to facilitate ownership and mutual respect across the table.


Next week, the critical topic of compensation will be addressed.  It is important for you to know that in the interest based approach both sides study district and state financial documents and try to agree first on the amount of monies available for all proposed compensation items.  Then the two groups work to allocate those funds based on the cost proposals which have been presented.  This is much different than traditional negotiating in which a buyer and seller or in this case a local association and district play a cat and mouse game over a dollar amount. 


The positive in this model is that it has much more potential to facilitate a timely settlement than by using traditional bargaining strategies.  Our members should be keenly aware that when we finally achieved a fair settlement in October 2014 TVEA had been negotiating for a settlement for twenty one months (Since January 2013) and had been working under an expired contract for sixteen months (Since June 2013).

President's Blast

At the 3/3/15 meeting TVEA Bargaining Chair and Vice-President Edgar Diaz will officially open spring negotiations by the “Sunshine” or announcing the articles within the Collective Bargaining Agreement TVEA intends to open for 15-16 negotiations.  This will occur in the early portion of the meeting during the TVEA spotlight.


The TVEA Bargaining Team met with the district last Thursday to reopen Article 7 on Compensation and Benefits as the Governor’s January Budget Proposal triggered the two parties going back to the table per the contract agreement ratified by TVEA members back in October.  TVEA is encouraged by the tone set at this first session.  The two parties meet again on March 4, 2015 to begin addressing contractual items. 


Infinite Campus MOU 

December 17, 2014

On Friday December 5th the TVEA Bargaining team negotiated with the district on Infinite Campus.  The results of the recent Infinite Campus survey were shared with district personnel leading to a Demand to Bargain by TVEA.  TVEA was encouraged by the results of the session.  


Highlights from the MOU

  • Deadlines for inputting Semester 1 Grades have been extended.

  • One of two Staff meetings in the monthss of December thru January will be utilitzed by teachers to work on Infinite Campus

  • Modification of data to be input into Infinite Campus regarding standards

PRESS RELEASE From Temecula Valley Educators Association (TVEA)

“Temecula Valley Educators Association Members Ratify Contract With District”

The Temecula Valley Educators Association (TVEA) members approved a tentative agreement with the Temecula Valley School District brought forward as a result of a negotiated agreement October 9th.  This session was held outside of the impasse which had been declared since June 19th.  The two groups had one mediation session on August 20th.  When the second mediation session scheduled for October 3rd was canceled due to the mediator incurring a family emergency, TVEA approached the district about meeting outside of the impasse process.

1009 of 1308 TVEA members voted in the ratification with 85% of the officially counted votes being YES and 15% being NO.  “This is a long awaited step forward for our members” said TVEA President Jeff Kingsberg.  “Our Bargaining Team did a superb job of going out to the school sites and explaining the details related to the terms of the agreement”.

Highlights of the settlement which covers the 2014-2015 year include:

  • A 3% Salary Increase Retroactive to July 1, 2014

  • A 2% Salary Increase  Effective January 1, 2015 pending Governor Brown proposing Local Control Funding Formula GAP Funding of at least 20.68%

  • Protection of Class Size at State Ratios for Grades TK-3 progressing to 24:1 each year

  • A Caseload Management Period for Special Education Teachers Grades 6-12

TVEA had been negotiating with TVUSD since January 2013 and members had been working under an expired contract since June 2013.   The prolonged negotiations period had become contentious over the last several months. Teachers packed school board meetings and at one point presented a petition criticizing the unanimous school board decision on August 19th to extend the contracts of the Superintendent and two Assistant Superintendents until 2019 and 2018, before November 2014 board elections.

“This agreement is not only a positive for our members, but is good for the entire educational community of TVUSD” said Kingsberg.  We look forward to greater mutual respect and understanding with the district to allow future negotiations to move more smoothly”.

TVEA is pleased to announce that we have reached a Tentative Agreement with TVUSD regarding compensation for the 2014-2015 school year.

The agreement includes the following:


  • Effective 5%+ carried forward on the salary schedule.  Effective July 1, 2014, the salary schedule will be increased by 3% paid retroactively.  Effective January 1, 2015, salaries will be increased by 2% when the Governor proposes 20.68% in Gap Funding in his January 2015 Proposed Budget.   This is the number he has publicly stated and CTA is confident it will materialize.


  • Option to reopen salary negotiations should the Gap Funding be greater.


  • 1 day reduction of school year at no pay reduction for all certificated groups (ie. 184 days instead of 185). If TVUSD offers to "buy back" the day it will be at a per diem, equivalent to .5%.


  • Progress in Grade Span Adjustment toward 24:1 will continue as the state mandates in K-3.


We are all under pressure these weeks to prepare grades, meet with parents, and continue regular instruction, assessment, and grading.  Please take the time to read the attached documentation for full details in each area.

Ratification voting of the Tentative Agreement will take place on the week of October 20th.  The earliest we can expect to see changes reflected on the pay warrant is in November.

TVEA Sets Bargaining Date with the District

October 7, 2014


TVEA Members,

I am pleased to report that we have established a Bargaining Session date for Thursday October 9th set for 830 AM.  I contacted Tim Ritter and we met yesterday afternoon to discuss alternatives in light of Friday’s mediation session being canceled.   The result is that the TVEA and TVUSD bargaining teams have agreed to negotiate OUTSIDE of the impasse process with the goal of reaching a tentative agreement.  If a tentative agreement cannot be reached, the parties will continue mediation when a replacement date can be finalized.  TVEA and TVUSD appear to agree that getting back to the table as soon as possible is in the best interest of all involved.
